Cemex: From Needs Assessment to Advancing Digital Supply Chain Transformation

Cemex, a global leader in building materials, partnered with the Digital Supply Chain Institute (DSCI) to assess critical operational challenges and equip its leadership team with the tools, insights, and strategies needed to accelerate digital transformation. The result was a structured needs assessment followed by a four-week executive education program designed to move Cemex from fragmented, manual processes toward a more integrated, data-driven supply chain.
The Challenge
The engagement began with a comprehensive needs assessment conducted by DSCI through in-depth interviews with five Cemex leaders involved in supply chain, operations, and planning. These conversations revealed a set of interrelated challenges that were limiting operational efficiency, responsiveness, and visibility, particularly within packaged cement scheduling and loading operations.
Key bottlenecks included highly manual, paper-based processes and limited system integration. Production volumes were set a month in advance based on forecasts, while actual order quantities were determined separately by the planning department, creating disconnects between planning and execution. Daily loading instructions were shared informally via WhatsApp, and supervisors often lacked advance visibility into arriving trucks or the specific cement types required until vehicles were already on site.
Operational inefficiencies were further compounded by the prioritization of Cemex-owned trucks over contracted and customer vehicles, unexpected truck breakdowns, and a lack of visibility once trucks left the facility. Critical data was downloaded into Excel for analysis, documents were physically transferred between departments at the end of the day, and scale and warehouse operations relied on paper forms that slowed throughput and increased the risk of errors.
Together, these challenges highlighted systemic issues in scheduling, data sharing, workforce readiness, and technology adoption, making them ideal candidates for targeted digital solutions.
The Program
Building on the findings of the needs assessment, DSCI designed the Cemex Digital Supply Chain Transformation Program, a four-module executive education initiative delivered over four weeks. The program was structured to help leaders understand not only what needed to change, but how to plan and lead that change across processes, technology, and talent.
The first module began by addressing core challenges in digital supply chain and demand management, including resistance to paperless systems, limited familiarity with digital tools, and siloed data that constrained end-to-end visibility. The program then shifted to digital talent strategy, emphasizing that technology alone would not resolve operational inefficiencies.
Outcomes and Strategic Direction
The program culminated in a clear set of prioritized improvement areas that now guide Cemex’s digital supply chain roadmap:

These priorities informed a draft executive proposal focused on optimizing scheduling and loading operations at Cemex’s Panama facility. The proposal outlines a structured approach, process mapping, technology assessment, process redesign, talent assessment, gap analysis, and roadmap development through which Cemex can independently implement improvements with strategic guidance from DSCI.
